IDNR to Host Public Hearing on ICMP Draft Environmental Impact Statement
CHICAGO – The Illinois Department of Natural Resources (IDNR) will host a public hearing on Friday, Oct. 14 to accept comments on the Draft Environmental Impact Statement that has been completed for the Illinois Coastal Management Program (ICMP).
The ICMP public hearing will be held beginning at 1 p.m. on Oct. 14 at the James R. Thompson Center, 100 W. Randolph Street, Room 9-040, Chicago, Illinois.
The Illinois Coastal Management Program, established by Governor Pat Quinn by Executive Order on December 10, 2010, is being developed as part of the effort to protect and manage the natural and cultural resources along the state’s 63-mile Lake Michigan shoreline.
Upon approval of the ICMP, Illinois will be eligible to receive approximately $2 million per year, which will fund a grants program to implement local projects. Local and state agencies and non-profit organizations would be eligible to apply for and receive funds for projects and initiatives including:
• Low-cost construction projects such as dune walkovers and boat launches
• Planning and creation of beach access points
• Reinvigorating economically depressed waterfront areas
• Preventing and monitoring beach erosion
• Providing technical assistance on shore protection and bluff stabilization
• Providing assistance for local planning in coastal areas
The public hearing on the ICMP Draft Environmental Impact Statement (DEIS) is required by the National Oceanic and Atmospheric Administration (NOAA), which oversees the federal Coastal Management Program and provides funding for state CMPs like that being established in Illinois.
In addition to the opportunity to provide comments at the Oct. 14 hearing, written comments on the DEIS can be submitted until Oct. 31, 2011 to Diana Olinger, Office of Ocean and Coastal Management, Station 11204, 1305 East-West Highway, Silver Springs, MD 20910.
Notice of the ICMP public hearing and DEIS has been published in the Federal Register and can be found at the following website: http://www.gpo.gov/fdsys/pkg/FR-2011-09-15/pdf/2011-23626.pdf
